The seminar will give insights into the workings of donor-funded development projects, beginning with an overview of major policy makers and implementers. Ms. Bowman will use real life examples gathered from her work in emerging market countries to illustrate the many ways that legal reform efforts can -- and have -- "gone wrong." Drawing from experience, Ms. Bowman will recommend a number of practical, field-tested steps that can be used by practitioners to advance reform agendas. The intent is to help practitioners and policy makers avoid the pitfalls that can waste time and money, and which can have disastrous consequences for development programs assisting emerging economies.
