Unleashing Change in Government Organizations

Synopsis:

Kelman will challenge the common view among both scholars and practitioners working on organizational change, especially in government, that change is hard because “people resist change.” He will present an alternative view, that leaders need to look for a “change vanguard” who already support change, and “unleash” them. The seminar will discuss both his book Unleashing Change on procurement reform in the US federal government, and a forthcoming paper in the Journal of Public Administration Research and Theory on initiating change in a cross-organizational partnership in British local government to fight crime.
