Joon holds a PhD (Geography) and a MEng (Environmental) from the National University of Singapore.

He has been involved in various water-related research projects. For his PhD, he investigated natural and anthropogenic sources and processes affecting the quality of drinking-water supplies in rural Thailand. For his MEng, cultured bacteria in the laboratory to biodegrade persistent toxic chemicals in wastewater.

He has also worked in the private sector for several years. As a practising civil and environmental engineer, he has been involved in many water and wastewater-related projects including drainage design, water sensitive urban design (WSUD), development of drainage design manual, sewer rehabilitation etc.
