State of the Overseas Singaporeans Study

Synopsis:

Social Lab is conducting an online survey on overseas Singaporeans. The aim of the survey is to gain a deeper understanding of the reasons behind OS living abroad, their concerns while doing so and their engagement with/affinity to Singapore and Singaporeans. We hope that the survey findings — and subsequent policy recommendations by IPS Social Lab — will provide relevant and useful insights about our growing Singaporean diaspora. We intend to share the main conclusions of our findings publicly, and hope that this would promote discourse on how Singapore can better support our overseas Singaporeans and maintain our links with them even while they’re away.

Survey fieldwork will run from 12 May to 9 October 2017 and we are hoping to get responses from at least 3,000 overseas Singaporeans. The survey takes approximately 30 minutes to complete and will be conducted entirely online.

This study is supported by the Overseas Singaporean Unit (OSU) in the Ministry of Culture, Community and Youth.

Eligibility:

Participants must:

  • Be a Singapore citizen,
  • Be between 18 and 64 years old (both ages inclusive),
  • Have been living overseas for more than six months as of 12 May 2017 and have yet to permanently return to Singapore
  • Not be a Singapore Government employee/civil servant or studying under a scholarship with bond obligations in Singapore.

How to Participate:

Upon successful registration and checking for eligibility, Social Lab will email you a personalised link to the survey within one week.

Participants who complete the entire survey will be entitled to receive one of two specially designed, limited-edition EZ-link cards with S$10 stored value, at their overseas postal address.

2. *NEW* Referrral Programme:

Members of the public can also receive the limited edition EZ-link cards (with $10 stored value) by successfully referring eligible overseas Singaporeans to participate in the survey.

We need a few more respondents from certain countries in order to achieve a representative sample, specifically, overseas Singaporeans who are working in the United Kingdom or China, or studying in the United States and other parts of the world (Europe, Middle East, rest of Asia).

1. Why can’t I do the survey now? Why must I register first?

For auditing purposes, each respondent needs to be assigned a unique survey link. Your contact details are thus needed for us to send you this unique link. Rest assured that your responses to the survey will be kept confidential and will not be attributed to you or anyone else.

2. What is an EZ-Link card?

3. I saw another survey asking Overseas Singaporeans about their perceptions of the job market in Singapore. Is that the same as this?

No, it is not. The Overseas Singaporean Unit (OSU) periodically runs surveys on various topics to better understand the needs, concerns and perceptions of overseas Singaporeans. The survey on perceptions of the job market is being conducted on their behalf by Ipsos Pte Ltd.

5. How will the information that I give in the survey be used?

The data, without personal identifiers, will be analysed by researchers at the IPS Social Lab to gain insights into the profile and concerns of overseas Singaporeans. The findings and anonymised data will be shared with stakeholders in the OSU to inform future policy decisions.

Only two persons/agents will have access to the complete data (including identifiers): the Principal Investigator (Dr Leong Chan-Hoong), and a Social Lab data administrator carrying out quality control. In accordance with university requirements, all research data will be destroyed after 10 years. Personal details of respondents will be destroyed after the project is completed.

6. Why is the survey limited to people who are between 18 and 64?

This research aims to find out the different socio-economic experiences of overseas Singaporeans. Age is a convenient marker to demarcate life-stage and milestones, e.g., education, marriage, parenting, retirement.  Using age enables us to make informed, standard comparisons, between people of different age groups. Furthermore, a number of Singaporeans in Singapore may have retired by 65, hence the cut-off age of 64. This allows us to make comparisons with other surveys of Singaporeans in Singapore.
